1. Cookies: Preheat oven to 350°F (175°C). In a large bowl, cream the butter and sugar until smooth. Beat in the eggs and vanilla. Stir in the flour, baking powder, and salt. Mix until a dough forms. Form into balls and place on a baking sheet. Flatten slightly. Bake for 10 to 12 minutes. Let cool.
2. Creamy filling: In a saucepan, combine the milk, sugar, cornstarch, and salt. Cook over medium heat, stirring constantly, until thickened. In a small bowl, beat the egg yolks. Add a little of the hot mixture to the yolks, then return to the saucepan. Cook for 2 more minutes. Remove from heat and stir in the vanilla. Let cool.
3. Chocolate Frosting: In a bowl, microwave the chocolate chips and heavy cream in 30-second intervals, stirring between each heating, until smooth.
4. Assembly: Place a spoonful of creamy filling on one cookie and top with another cookie. Dip the top into the chocolate glaze. Let cool until the chocolate is firm.
