Layered Minced Meat and Potato Bake

1 glass of water
Black pepper, to taste
2 tsp sugar

A bunch of parsley, chopped
3-5 potatoes, peeled and sliced

Directions:

In a bowl, mix together the minced meat, salt, dry garlic, egg, Hop Suneli spice blend, and breadcrumbs until well combined.
In a frying pan, heat some vegetable oil and fry one chopped onion until translucent.
Add the grated carrot and chopped bell pepper to the pan. Season with salt, tomato paste, satsebelli sauce, black pepper, and sugar. Pour in a glass of water and simmer for 7-10 minutes.
